The Office of Contract Review falls under the supervision of the Counselor to the IG. The Office of Contract Review operates under a reimbursable agreement with VA’s Office of Acquisition, Logistics and Construction (OALC) to provide preaward, postaward, and other requested reviews of vendors’ proposals and contracts. The majority of our reviews relate to contracts awarded by VA under the Federal Supply Schedule program, construction contracts, and sole-source contracts with affiliated institutions for physician services. The main purpose of these reviews is to assist VA in achieving the best prices during negotiations resulting in cost savings to the Government and to ensure contractors comply with all terms and conditions of the contract. The Office of Contract Review also ensures pharmaceutical manufacturer's compliance with the pricing provisions contained in the Veterans Health Care Act of 1992, Public Law 102-585. In addition, the Office of Contract Review conducts special contract reviews when requested, provides advisory services to OALC contracting activities, and provides support to the Department of Justice for matters involving VA contracts such as Qui Tam lawsuits.
