The Head Start program is administered by the Office of Head Start (OHS), Administration for Children and Families (ACF), Department of Health and Human Services (HHS).

Grants are awarded by ACF Regional Offices and OHS's American Indian Alaska Native (AI/AN) and Migrant and Seasonal Head Start (MSHS) program branches directly to local public agencies, private nonprofit and for-profit organizations, and Indian Tribes and school systems for the purpose of operating Head Start programs at the community level.
