Denise L. Carter serves as the Deputy Assistant Secretary of the Office of Human Resources (OHR) and the Chief Human Capital Officer in the Department of Health and Human Services (HHS).  She provides strategic leadership for the development and implementation of human resource programs and policy for the Department.  The OHR partners with the Operating Divisions to develop effective human capital management programs that support and facilitate the Department’s strategic goals and mission.

Prior to joining the Department, Ms. Carter served as the Director of Administration at the Department of Commerce.  Ms. Carter holds a Bachelor of Science degree in Business Operations from DeVry University and is a graduate of the Federal Executive Institute.
