Commissioner Donetta Davidson Dear Commissioner Davidson: The National Institute of Standards and Technology (NIST) has completed a comprehensive technical evaluation of the competence of Ciber, Inc., Huntsville, AL, to test voting systems to Federal standards and proposes that Ciber be accredited by the Election Assistance Commission (EAC) under the provisions of the Help America Vote Act. We understand that the EAC will take additional steps to qualify this laboratory prior to acceptance into the Commission's Testing and Certification Program. Both the on-site assessment report generated by the National Voluntary Laboratory Accreditation Program (NVLAP) assessment team and the laboratory's response to that report will be posted at http://www.vote.nist.gov/.
