FCC Rulemaking

Whenever Congress enacts a law affecting telecommunications, the FCC starts a proceeding to create the  rules and policies required by the new law.  The commission also may start a proceeding when an outside party files a petition seeking a new law or change in existing rules. Learn more about the rulemaking process and rulemakings in general.

The FCC also compiles a list of Commission-level items that have been circulated and are pending action by the full Commission. This list is updated on a weekly basis.

Our Most Active Proceedings page identifies and provides links to the 25 proceedings with the most comments filed in the last 30 days. You may file a comment of up to several paragraphs by simply clicking on one of the proceedings listed on the page. Longer comments filed as attachments are also accepted. For more information and to comment on a proceeding, see Most Active Proceedings page.
