The VA Building Utilization Review and Repurposing (BURR) initiative has identified underutilized land and buildings at the VA Midwest Health Care System, Ft. Snelling Campus in Minneapolis, MN for a long-term ground lease. The campus consists of approximately 130 acres. The campus has been designated as a historical site. Under the enhanced-use lease (EUL) proposal, underutilized property will be repurposed as housing for homeless Veterans and Veterans at-risk of homelessness.
The potential EUL site contains the following parcels and buildings of underutilized land:
- 4-acre parcel with 3 vacant buildings. The buildings combined square footage is approximately 45,000.
- 2-acre parcel with 2 vacant building. The buildings combined square footage is approximately 12,000.
- 1 vacant building with a square footage of approximately 62,000.
- Utilities connection are within close proximity to the sites.
- The sites has no known environmental issues.

- In an ongoing effort to eliminate homelessness among Veterans and their families, VA is proceeding with an agreement with a third-party provider to provide 58 permanent units of housing.
- The Request for Proposal closed October 20, 2011.
- The Public Hearing was held July 28, 2011.
