January 2009: Quarterly Report To Congress

A New Era Begins

January 1, 2009, ushered in the beginning of a new era in U.S.–Iraq relations. Other changes will contribute to the ongoing reshaping of U.S. reconstruction and development priorities this year, including national and international fiscal difficulties, a new Administration and a new Congress, and competing regional and geopolitical demands.
