SIGIR's Evaluations Directorate used a multi–faceted approach to the evaluation of programs funded by the U.S. government for the purpose of supporting the stabilization and reconstruction of Iraq.

In 2010, SIGIR issued an evaluation of two of the largest U.S. funded infrastructure programs in Iraq, combining on-the-ground observations and comprehensive polling data to provide an assessment of what the United States received for the $462 million spent on these two projects.
