Overview of EPA Authorities for Natural Resource Managers Developing Aquatic Invasive Species Rapid Response and Management Plans

This document provides an overview of EPA authorities that may apply to aquatic invasive species (AIS) rapid response or control actions. It is a tool for state, tribal, regional, and local natural resource managers developing AIS rapid response and management plans. The document:
- summarizes sections of the Clean Water Act Section (CWA) and Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA)
- summarizes how to apply for CWA Section 404 permits to discharge dredged or fill material, FIFRA Section 18 emergency exemptions, and FIFRA Section 24(c) special local need registrations
- describes case studies in which state and local natural resource managers successfully obtained FIFRA emergency exemptions and special local need registrations for AIS eradication or control actions
