Upper West Side Neighborhood Retail Streets
The Department of City Planning is proposing a zoning text change and zoning map change to create a Special Enhanced Commercial District 2 ("EC-2") and Special Enhanced
Commercial District 3 ("EC-3") on Manhattan's Upper West Side in Community District 7. The proposed Special Districts, together with the proposed text change, would reinforce the existing retail and commercial character of the Upper West Side by regulating street frontage and mandating a minimum amount of transparency to ensure an active and dynamic pedestrian experience.

Manhattan Core Public Parking Study
Manhattan Core Public Parking Study analyzes the utilization and supply of off-street public parking in Manhattan Community Districts 1 through 8, an area known as the “Manhattan Core.” Since 1982, zoning regulations have limited the amount of new parking permitted in the Manhattan Core. The study examines the current use of public parking facilities, along with demographic and transportation trends, in order to inform potential changes to the Manhattan Core parking regulations.

West Harlem Rezoning Study
The West Harlem Rezoning study is a proposed comprehensive planning framework for approximately 90 blocks in the West Harlem neighborhoods of Community District 9, Manhattan. Based on community input, the proposed zoning framework would protect the established scale and character of West Harlem, create opportunities for new mixed-use in the existing manufacturing district and strengthen the 145th Street corridor while expanding opportunities for affordable housing development.

East River Waterfront Study
This planning and urban design study proposes short-term improvements and long-term strategies to reconnect Lower Manhattan's diverse communities to a two-mile stretch of East River waterfront. The study area extends from the Battery to the southern edge of East River Park and forms a link between the financial district, the civic center, Chinatown and the Lower East Side.

Fulton/Nassau Crossroads Storefront and Façade Improvement Program
The Department of City Planning led the development of Design Guidelines for the Fulton/Nassau Corridor, with NYCEDC and SBS. The Guidelines will provide a design framework for the transformation of Lower Manhattan’s densest concentration of ground level stores into a vibrant retail district inspired by the areas rich and diverse architectural heritage. These guidelines are the foundation of a voluntary program that assists building owners and retailers in undertaking important storefront and facade improvements. DCP will help oversee the program implementation and will participate on the Improvement Review Panel, which reviews all significant applications. |

Sherman Creek Study (Currently Inactive)
An interagency team is studying ways to create more opportunities for housing and commercial development, to allow mixed uses in the waterfront area and to provide access to the waterfront. The primary study area is between Dyckman Street, Broadway, West 207th Street and the Harlem River.

M1-6D Text Amendment - Adopted 9/21/11
The New York City Department of City Planning proposes a zoning text amendment to create a new zoning district, M1-6D, designed to strengthen high density business districts rich in affordable Class B and C office space. The new zoning designation would encourage new residential development in targeted locations while ensuring the retention of existing concentrations of office space and other non-residential uses. This initiative to foster more vibrant, mixed-use neighborhoods will support new retail services, enliven streets, and ensure that new development reflects existing built character. The proposed text amendment will undergo concurrent public review with a private rezoning application for a mid-block area just south of Penn Station. |
