Overview

The Office of Public and Indian Housing (PIH) is taking a more proactive, front-end approach to ensure that incomes are properly verified and rents are calculated correctly. In this endeavor, HUD is focused on developing a cadre of skilled HUD and PHA staff through the delivery of training and technical assistance.

Technical Assistance and Outreach

Initiatives

PIH will provide technical assistance and program support with income verification and rent calculations. The technical assistance will also assist HUD in determining and addressing the root causes of income calculation errors and improper payments in the administration of PIH programs.

PIH Headquarters has implemented four initiatives that will:

  1. Provide PHAs with technical assistance to reduce improper payments through the use of HUD's Enterprise Income Verification (EIV) system;
  2. Ensure that the right benefits go to the right people;
  3. Improve the integrity of data collected and reported in the Public and Indian Information Center (PIC), also known as the Inventory Management System (IMS/PIC);
  4. Reduce the occurrence of tenant under reporting of income

Operation D.I.R.E.S (Deceased Individuals Receiving Erroneous Subsidies)

The purpose of this initiative is to reduce the occurrence of providing housing assistance to deceased tenants by using the EIV's Deceased Tenants Report. This report will help PHAs to identify households with deceased tenants and follow-up with the family to ensure correct household composition, as well as correct rental assistance for which the family is eligible to receive is reported to HUD on the form HUD-50058.

Quarter 3 of 2012 (Period Ending June 30, 2012) NEW

The affected PHAs are required to submit only documentation as requested by HUD to PIH.ImproperPayments@hud.gov by August 31, 2012 for:

  1. Section 8 only: Decreased single member households and households in which the head of household is deceased and the remaining household member(s) is the live-in aide and/or family of the live-in aide, or an ineligible household member; and
  2. Public Housing & Section 8: Identified deceased tenant that is not deceased.

PHA action is required by August 31, 2012.  Failure to implement corrective action and/or provide required documentation may result in sanctions. Check here to confirm if action is required by your agency.

The affected PHAs are required to submit only documentation as requested by HUD to PIH.ImproperPayments@hud.gov by May 31, 2012 for:

  2. Public Housing & Section 8: Identified deceased tenant that is not deceased.

  2. Public Housing & Section 8: Identified deceased tenant that is not deceased.

Operation C.I.T.I. (Correcting Incorrect Tenant Identifiers)

The purpose of this initiative is to reduce the number of  overdue annual reexaminations and incorrect tenant personal identifiers (surname, date of birth and social security number) by using EIV's Identity Verification Report. This report will help PHAs to identify households whose current annual reexam has not been submitted to the Public and Indian Housing Information Center (PIC) and household members whose identity cannot be verified by the Social Security Administration due to an incorrect or combination of incorrect personal identifiers, and follow-up with the family to ensure accurate personal identifiers are reported to HUD on the form HUD-50058. Correct personal identifiers enable the PHA to obtain employment and income information about each individual from the EIV system.

Operation E.D.A. (Eliminating Duplicate Assistance)

The purpose of this initiative is to reduce the number of individuals receiving duplicate rental housing assistance within HUD rental housing assistance programs by using EIV’s Multiple Subsidy Report.  This report will help PHAs identify and follow-up with households and household members that may be receiving duplicate rental housing assistance as evidenced by the individual appearing on a current form HUD-50058 and/or HUD-50059 submitted to HUD systems by PHAs that administer PIH program and owners and agents of Multifamily Housing programs.  This initiative will help to ensure that limited affordable housing and federal dollars serve as many eligible families as possible.

Operation R.I.D. (Resolving Income Discrepancies)

The purpose of this initiative is to reduce the occurrence of tenant under reporting of income by tenants and encourage tenants to make full disclosure of income by using EIV's Income Discrepancy Report. This report helps to alert PHAs of potential tenant under reporting of income in the past 12 months of the last interim or annual reexamination of family income. Resolving income discrepancies has many benefits, such as improving the integrity of tenant reported income, reducing improper subsidy payments, increasing the number of families that can participate in HUD rental assistance programs, and ensuring that limited Federal dollars serve as many families possible.

In the months to come, HUD Headquarters staff will be reaching out to PHAs to provide technical assistance related to the initiatives above, via phone, mail and/or email. Prior to gaining access to and using the EIV system, and as a condition of continued EIV access all PHA & HUD staff are required to participate in HUD-sponsored EIV training. October 27-28, 2011 - Initial & Updated Enterprise Income Verification (EIV) System 9.2.1 Training

The Office of Public and Indian Housing (PIH) is pleased to offer the latest Initial and Updated Enterprise Income Verification (EIV) System 9.2.1 training via webcast for all PIH EIV system users which was broadcasted on Thursday, October 27, 2011, and Friday, October 28, 2011PIH EIV webcasts that aired prior to October 27, 2011, are obsolete.

All PIH EIV system users were required to complete the Updated EIV System training segment by April 29, 2012.  New EIV system users are required to complete the October 2011 Initial and Updated EIV system training segments prior to accessing the EIV.

Note: This training is not applicable to program administrators of Multifamily Housing (MFH) programs. Visit MFH EIV training for more information on MFH EIV training.

Certificate of Completion Information

PIH EIV system users are not required to possess an EIV certificate of completion in order for the individual to be granted access to the EIV system or to be certified for continued EIV system access.  HUD offers the certificate of completion as a courtesy to those PIH EIV system users that desire to receive a certificate of completion.

HUD staff, PHA staff, and PHA-Hired Management Agents and/or PHA-hired Consultants that desire to receive a certificate of completion for the October 2011 training sessions must submit the completed Certificate Request Form for the applicable training session to PIH.RHIIP.TA@HUD.GOV.  HUD will provide an email confirmation receipts of the submitted request.  If you do not receive an email confirmation of your submitted request form, HUD has not received your request.  Please be reminded that HUD will not process incomplete, non-PDF-filled, handwritten, faxed, mailed-in or scanned request forms!
