Biennial Report to Congress on the Effectiveness of Grant Programs Under the Violence Against Women Act

In response to the statutory requirement of Section 1003 (b) of the Violence Against Women Act of 2000 (VAWA 2000), the Attorney General is required to report biennially on the effectiveness of activities carried out with grant funds, including the number of persons served and the number of persons seeking services who could not be served.

As required by the Violence Against Women Act, codified as amended at 42 U.S.C. § 3796gg-3, the Attorney General shall submit to the Committee on the Judiciary of the House of Representatives and the Committee on the Judiciary of the Senate a biennial report on the STOP Program(Services, Training, Officers, Prosecutors) that includes (1) the number of grants made and funds distributed; (2) a summary of the purposes for which those grants were provided and an evaluation of their progress; (3) a statistical summary of persons served, detailing the nature of victimization, and providing data on age, sex, relationship of victim to offender, geographic distribution, race, ethnicity, language, and disability, and the membership of persons served in any underserved population; and (4) an evaluation of the effectiveness of programs funded.

Recipients of OVW grants submit progress reports to OVW using the reporting forms on a semi-annual (discretionary grant programs) or annual (STOP formula and SASP formula) basis. This data is then transferred to the Violence Against Women Act Measuring Effectiveness Initiative (VAWA MEI) at the Muskie School where it is cleaned and analyzed. Using this data, VAWA MEI creates a Biennial Report to Congress for the discretionary grant programs and a yearly Report to Congress for the STOP grant program.
