Excluding Applicants with Criminal History Records May Result in Discrimination
Employment restrictions based on criminal history records may have a discriminatory disparate impact on African-Americans and Hispanics. CRC has partnered with the Employment and Training Administration (ETA) to issue guidance for the One-Stop Career Center workforce development system, to help covered entities (and their employer customers) comply with civil rights laws, and to ensure that exclusionary policies do not operate at cross purposes to the workforce system's efforts to promote employment opportunities for workers with criminal histories who want the chance to make an honest living.
