Who is Eligible for this Program?
The Coast Guard Sexual Assault Prevention and Response (SAPR) Program policy applies when sexual assault is reported or alleged and the victim or accused is a Coast Guard or other duty military service member, Coast Guard Reserve member on active duty or in a drill status, or a civilian spouse sexually assaulted by their active duty service member spouse.

Purpose of Program
The ultimate purpose of the CG SAPR Program is to eliminate sexual assault within the service by providing a culture of prevention, education and training, response capability, victim support, reporting procedures, and accountability that enhances the safety and well-being of all its members.

Reporting Sexual Assault
Civilians, dependents, and civilian visitors may report a sexual assault to local law enforcement, the chain of command or a watch stander.

Service members have two reporting options - Unrestricted and Restricted.

Unrestricted Reporting
is the process a service member uses to disclose to the chain of command that he or she is the victim of a sexual assault. Under these circumstances, the victim’s report to command or law enforcement authorities or to an Employee Assistance Coordinator/Sexual Assault Response Coordinator (EAPC/SARC), Family Advocacy Specialist (FAS), Victim Advocate (VA), Health Care Provider (HCP), or anyone else is reportable to Coast Guard Investigative Service (CGIS).

Restricted Reporting
is the process used by a service member (or civilian spouse sexually assaulted by their active duty spouse) to disclose to specific individuals on a confidential basis that he or she is the victim of a sexual assault. If the assault has been disclosed to ONLY an HCP, EAPC/SARC, FAS or a VA, it will not be reported to the chain of command or law enforcement (unless the victim consents or an established exception exists). If the assault was disclosed to anyone in the armed forces (except Chaplains), the report must be Unrestricted.
