February 23, 2011 - Webcast to Assist Applicants with Applications Process for Environmental Community Grants (CARE)

EPA is making approximately $2 million available in 2011 to reduce pollution at the local level through the Community Action for a Renewed Environment (CARE) program. CARE is a community-based program that works with county and local governments, tribes, non-profit organizations and universities to help the public understand and reduce toxic risks from numerous sources. Since 2005, CARE has reached 78 communities in several states and territories. A recent evaluation by the National Association of Public Administration (NAPA) recognized the CARE program as a solid tested framework for engaging communities and other stakeholders.

EPA will award CARE cooperative agreements in two levels. Level I awards range from $75,000 to $100,000 each and will help establish community-based partnerships to develop local environmental priorities. Level II awards range from $150,000 to $300,000 each and will support communities that have established broad-based partnerships, have identified the priority toxic risks in the community, and are prepared to measure results, implement risk-reduction activities and become self-sustaining.

Please note that due to appropriation law concerns, until Congress provides separate authorization, EPA can only award CARE Level II cooperative agreements to applicants that have already received CARE Level I cooperative agreements.

Applications for the CARE assistance agreements are due by March 22, 2011, 4 p.m. EST. EPA will conduct three Webcasts to answer questions from prospective applicants about the application process on February 8 and 23, and March 2 from 1:00 p.m. to 3:00 p.m.

March 17, 2011: EPA's Office of Water is Accepting Comments on EPA's Retrospective Review Plan and Significant Regulations for Potential Review

President Obama recently issued Executive Order 13563, requiring each agency to develop a plan to periodically conduct a retrospective review of its regulations, and determine if they are ineffective, insufficient, or overly burdensome, and then revise or repeal as warranted.   In response, EPA is developing a review plan and a list of candidate regulations for potential review, and we would like to solicit your feedback on both.  In order to do so, the Office of Water is participating in two listening sessions to be held on March 14th and March 17th, 2011.

EPA will hold an Agency-wide Public Meeting on Monday March 14, 2011 from 9:30 a.m. until 4:45 p.m. to solicit feedback on the Agency's draft review plan and all EPA regulations.   The Office of Water will be hosting two water-specific listening sessions in the afternoon.  This public meeting will be held at the Hilton Arlington, 950 N. March 29, 2011 - EPA's Watershed Academy Sponsors 57th free Webcast Seminar: "Nitrogen and Phosphorus Pollution Series: Nitrate in Ground Water"

Join the U.S. Environmental Protection Agency (EPA) for a webcast titled "Nitrogen and Phosphorus Pollution Series: Nitrate in Ground Water" on Tuesday March 29, 2011 at 1:00-3:00 pm (EST). This webcast will highlight an emerging issue of increased nitrate loading to ground water, a growing national concern. According to EPA's most recent data, public water systems using ground water as a drinking source serve over 300 million people nationwide. The total number of people drinking ground water increases when factoring in households supplied by private drinking water wells. Ground water can become contaminated by nutrients (nitrogen and phosphorous) leaching from the land surface into the ground water supply.

In a September 2010 report, "Nutrients in the Nation's Streams and Groundwater," the U.S. Geological Survey monitored and documented nitrate levels above 10 mg/L, which is the Maximum Contaminant Level (MCL) set by the National Primary Drinking Water Regulations through the Safe Drinking Water Act, in over 20 percent of shallow household wells in agricultural areas. Additionally, from 1998 to 2008, the number of nitrate violations recorded at public water systems around the country has nearly doubled. Surface sources of drinking water are also at risk. For example, stormwater runoff can carry nutrients directly to rivers, lakes and reservoirs – some of which are used as drinking water supplies. Capital costs to remove nitrates from public water systems or to provide alternative water supplies for individual households can be very high, with some communities spending millions of dollars.

The webcast will provide a national overview of the nitrate in ground water issue and highlight a case study in Oregon's Southern Willamette Valley. This webcast is a second in a series of Watershed Academy Webcasts on the impacts of nutrients on water resources.

EPA is hosting a webinar to assist environmental justice and tribal community members in understanding EPA’s proposed Mercury and Air Toxics Standards for power plants.

On March 16, 2011, EPA issued the proposed Mercury and Air Toxics Standards, which would reduce emissions of toxic air pollutants from new and existing coal- and oil-fired electric utility steam generating units. This rule would reduce emissions of heavy metals (including mercury, arsenic, chromium, and nickel) and acid gases (including hydrogen chloride and hydrogen fluoride). At the same time, EPA also proposed to revise the new source performance standards (NSPS) for electric utility steam generating units. The proposed NSPS would set new standards for particulate matter, sulfur dioxide, and nitrogen oxides.

The May 2 webinar will provide an overview of the health impacts and benefits of the proposed Mercury and Air Toxics Standards, the proposed requirements, and procedures for public comment and public hearings.

EPA released the Draft "National Water Program 2012 Strategy: Response to Climate Change" on April 2, 2012 for a 45 - day public comment period. As part of ongoing efforts to continue the public outreach process, EPA is hosting a web-based conference on May 3, 2012, 3:00 - 5:00 p.m. EDT. This web conference will provide an opportunity to pose clarifying questions to EPA on aspects of the draft 2012 Strategy document prior to the end of the public comment period on May 17, 2012. May 24, 2011 - Stormwater Webinar - EPA's Proposed Construction General Permit

On April 25, 2011, EPA released the proposed Construction General Permit (CGP) regulating the discharge of stormwater from large and small construction activities. The CGP includes new requirements that implement the technology-based Effluent Limitation Guidelines and New Source Performance Standards, which were issued by EPA for the construction and development industry on December 1, 2009. The CGP also includes new water quality-based requirements for construction sites discharging stormwater to waters requiring additional pollutant control.

Comment period now open through August 3, 2011 on OEI's draft Tribal Strategy: Partnership to Improve Environmental Information and Decision-Making in Indian Country and Alaska Native Villages. The purpose of OEI’s Tribal Strategy is to maximize the quality and utility of information and analytical tools available for making well-informed decisions in Indian country and other tribal lands. OEI has mailed letters to tribal leaders informing them of this opportunity for review and comment on the Strategy and also to initiate consultation with interested tribes to obtain their feedback on this effort. April 18, 2012 - Tribal Webcast on Permitting Requirements for Pesticide Discharges to Waters of the United States

The U.S. Environmental Protection Agency (EPA) is hosting a webcast on April 18, 2012 for Tribal audiences to discuss the implications of a recent court decision on Clean Water Act (CWA) permitting requirements for pesticide discharges to waters of the United States. The EPA is the agency responsible for issuing these permits for discharges on all Indian Country lands in the U.S. except for those lands located within the State of Maine.

On October 31, 2011, EPA issued a final CWA National Pollutant Discharge Elimination System (NPDES) Pesticide General Permit (PGP) for point source discharges from the application of pesticides to waters of the United States. This action was in response to a 2009 decision by the U.S. Sixth Circuit Court of Appeals that found point source discharges of biological pesticides, and chemical pesticides that leave a residue, into waters of the U.S. require an NPDES permit under the Clean Water Act. The court's decision took effect (i.e., NPDES permits are required for such discharges) as of October 31, 2011.

This webinar summarizes EPA's National Emission Standards for Hazardous Air Pollutants (NESHAP) and New Source Performance Standards (NSPS) for stationary reciprocating internal combustion engines (RICE) and changes EPA expects to propose by May 22, 2012, as well as compliance issues in rural Alaska and for sand and gravel mining, oil and gas production, and electric power production. Identical webinars will be presented on June 14 and 20 from 1:00 p.m. to 3:30 p.m. Eastern Daylight Time. Facilities with stationary emergency engines must track use to avoid exceeding limits on non-emergency use. Some non-emergency stationary engines will be subject to emission limits and stack testing in 2013; initial notifications were due August 2010 for diesel engines and February 2011 for gasoline and gas-fired engines (see http://epa.gov/region1/rice/).

June 21, 2012 - NetDMR Training Webinar

NetDMR is a national tool to help you electronically file Discharge Monitoring Reports (DMRs) to EPA or a state each month. Once registered in the secure Environmental Information Exchange Network, NetDMR allows NPDES permittees in participating states and tribes to electronically sign and submit their DMRs. NetDMR improves data quality and reduces costs for the regulated community and agencies. EPA will host two webinars on June 19th and June 21st from 1:00 PM to 4:00 PM each day, Eastern time, with different NetDMR topics covered on each day. On June 19, 2012, the webinar covers an introduction to NetDMR, how to create an account, and how to manage access, and on June 21st, data entry of DMRs, importing DMRs, and official copy of record. June 25, 2012 - Webinar on Proposed Guidance for Oil and Gas Hydraulic Fracturing Using Diesel Fuels

EPA plans to host a webinar for Tribal members on Monday, June 25, 2012, from 1 to 3 p.m. Eastern Daylight Time, on the proposed "Permitting Guidance for Oil and Gas Hydraulic Fracturing Using Diesel Fuels." The purpose of the webinar is to provide a forum for EPA and tribal representatives to discuss the proposed guidance during the comment period, which is open through July 9, 2012. EPA will provide information about the guidance and answer clarifying questions, and invites Tribal members to share input on the guidance.

To help EPA more fully address issues concerning Indian country, we encourage registrants to submit questions about the guidance in advance of the webinar, in addition to asking questions during the event. Please email questions to Sherri Comerford at Comerford.Sherri@epa.gov, using the subject line "Tribal Consultation Webinar Questions," by Wednesday, June 20, 2012. EPA will aim to address these questions during the webinar, in our presentation or at the beginning of the question-and-answer session.

The U.S. Environmental Protection Agency (EPA) will present an overview of the proposed revisions to the national ambient air quality standards (NAAQS) for particulate matter (PM). Also, the EPA will outline:
. Proposed updates to PM monitoring requirements, including a proposed requirement for near-road PM2.5 measurements.
. Proposed revisions to the prevention of significant deterioration (PSD) permitting program with respect to the proposed revisions in the standards.
. Expected implementation timeline for the proposed standards.

Following the presentation, the EPA will answer clarifying questions. Note that although the EPA is hosting the webinar during the public comment period, the webinar is not a means of providing comment on the proposed rule.

September 13, 2012 - Webinar on Recruiting and Training Veterans for Careers in the Water Sector

EPA will host a webinar for water and wastewater operator certification programs and state drinking water and wastewater programs on recruiting and training veterans for careers in the water sector. Topics will include how VA programs can help veterans obtain operator certification and how states and utilities can employ veterans on a temporary basis at no cost. The webinar is part of a May 2012 memorandum of understanding (MOU) between EPA and the VA Vocational Rehabilitation Employment Services to help connect veterans with disabilities to career opportunities in the water sector
