James Albino
James Albino is the Senior Program Manager in the Office of National AIDS Policy. In this role, he oversees the operations of the office, and is the policy lead on HIV health disparities and a range of other issues. Prior to his position with ONAP, Mr. Albino was the Director of Advocacy at the Hispanic Federation and was responsible for the planning, development, and, implementation of the Federation’s Federal government advocacy effort including the development of public policy documents and reports. Mr. Albino developed and coordinated policy statements for decision makers and opinion leaders and managed relations with Federal and State elected and appointed officials on issues relevant to the Hispanic community. Before joining the Hispanic Federation, Mr. Albino was the Associate Director of Government Relations and Public Policy at the National Minority AIDS Council (Washington, DC) one of the nation’s largest minority based organization focused on HIV/AIDS issues. Mr. Albino served as a member of the Ryan White Planning Councils for Washington, DC and San Juan, PR. Prior to moving to the nation’s capitol Mr. Albino was the Executive Director of an HIV/AIDS hospice in Puerto Rico.
Mr. Albino has a Bachelors of Arts degree from the University of Pennsylvania (Dual major: Economics and Political Science), is a Master’s candidate at Johns Hopkins University (Applied Economics) and has a Masters Certificate in Project Management from Villanova University. He served as a commissioned officer in the US Navy.
