Year-End Reports System
(YERS Online)


Background:

DEA routinely solicits the cooperation of DEA registered manufacturers in providing statistical data on schedules I and II controlled substances, information on certain schedule III-V psychotropic substances, and the list I chemicals ephedrine, pseudoephedrine and phenylpropanolamine.

The data is used to carry out the following DEA functions:

1. Establish and Revise the Aggregate Production Quotas for schedule I and II controlled substances;

2. Establish and Revise the Assessment of Annual Needs for ephedrine, pseudoephedrine and phenylpropanolamine;

3. Establish and Revise individual import, manufacturing and procurement quota applications received throughout the year; and

4. Prepare statistical reports on behalf of the United States in accordance with DEA’s obligations under various United Nations treaty obligations.

In 2008, DEA completed the development of YERS Online, a web-based application in which DEA-registered manufacturers may now submit and amend real-time inventory, acquisition and disposition data to the DEA.  YERS Online is also the supporting platform for the Quota Management System (QMS) through which manufacturers will submit new and revised quota applications for schedule I and II controlled substances as well as ephedrine, pseudoephedrine and phenylpropanolamine.

Deadlines:

In order to efficiently serve company needs for quota adjustments, please submit year-end reports using YERS Online not later than January 31. Reports pertain to inventory, acquisition and disposition data for the preceding calendar year.

Accessing YERS Online:

In order to complete your firm’s year-end reports using YERS Online, a "corporate administrator" will need to obtain a username and password. Generally, a corporate administrator is the person at your manufacturing location(s) responsible for filing quota applications or has oversight of this process. Corporate users will be responsible for creating, modifying, and deleting individual user accounts within your organization. DEA will only issue one (1) corporate user account per registration.

In order for a corporate administrator to obtain a username/password from DEA, the following user agreement must be completed and faxed to the Drug and Chemical Evaluation Section at 202-353-1263. Scanned user agreements in *.pdf format may also be emailed to ODE.Quota@usdoj.gov  (please note "YERS Access" in the subject line).

Upon receipt and verification of your user agreement, DEA will send the corporate administrator an email with the username, password and web address with the login screen for YERS Online.

A user guide has been prepared to assist users in navigating through the application.
