DTMO has developed a plan that provides a framework for executing the strategies, programs, and projects related to managing the Defense Travel Enterprise. Five guiding principles provide a doctrinal framework that supports DTMO's mission, vision and goals.

DTMO published its first Strategic Plan in December 2007. The strategic plan is updated annually.
