  BJS is publishing this notice to announce the Technical Assistance Program to support activities under the State Justice Statistics Program for Statistical Analysis Centers (SJS-SAC) in fiscal year 2012. Since 1972, BJS and its predecessor agency, the National Criminal Justice Information and Statistics Service, has provided partial support to state and territorial governments for the establishment and operation of SACs to collect, analyze, and report statistics on crime and justice to federal, state, and local levels of government, and to share state-level information nationally. The SJS- SAC program is designed to maintain and enhance each state's capacity to coordinate statistical activities within the state, conduct research on relevant criminal justice issues, and serve as a liaison role to assist BJS with gathering data from state agencies.

State and Local White Collar Crime Program

  The Bureau of Justice Statistics (BJS) is seeking applications to design and test strategies to field the State and Local White Collar Crime Program (SLWCCP). This is the first BJS effort to focus on white collar crime investigated and sanctioned by state and local governments. The immediate goals of the SLWCCP are to develop an operational definition of white collar crime, describe the activities of state attorneys general (AG) in the area of white collar crime, and to recommend future data collection activities that will provide nationally-representative case-level data on state and local governments' handling of white collar crime from criminal, civil and regulatory perspectives.

State Justice Statistics Program for Statistical Analysis Centers, 2012

  The SJS Program is designed to maintain and enhance each state's capacity to address criminal justice issues through the collection and analysis of data. The program provides limited funds to coordinate statistical activities within the state, conduct research to estimate the impacts of legislative and policy changes, and serve as a liaison role to assist BJS with gathering data from respondent agencies in their states. Each application for funding under this program must specify the participating organizations in the state and the particular issues to be addressed. Each year, BJS announces specific topics for analysis and encourages applicants to give careful consideration to planning activities that fit within one or more of the designated topics (see section SJS Program Themes). If a SAC does not feel that any of the topics are relevant to its state, then it may identify a topic or statistical activity of critical importance to its jurisdiction.

National Pretrial Reporting Program

  The Bureau of Justice Statistics is seeking applications to design and test strategies to field the National Pretrial Reporting Program (NPRP). NPRP will replace the State Court Processing Statistics (SCPS) program as BJS's primary data collection series focused on the pretrial release process in state courts. Historically, SCPS compiled case-level information on pretrial release and misconduct, as well as other components of criminal case processing, on a sample of defendants charged with a felony during the month of May in the nation's 75 most populous counties.

FY 2012 National Crime Statistics Exchange (NCS-X) Project: Phase I

  BJS is pleased to announce that it is seeking an applicant to provide project management and coordination, technological systems design, and implementation and technical assistance services in connection with the National Crime Statistics Exchange (NCS-X) Project. The NCS-X Project seeks to build an ongoing statistical collection from a nationally representative system of incident-level records on offenses known to law enforcement agencies. The sample-based system would leverage the capabilities of existing record management systems and automated information exchanges. NCS-X should enable analysts to provide reliable national crime estimates in a very short period of time and will also strive to return meaningful statistical information and analytical support to the law enforcement community.

2012 Census of State and Local Law Enforcement Agencies

Criminal Victimization of Persons with Disabilities Residing in Group Quarters

2012 Visiting Fellows: Criminal Justice Statistics Programs

  BJS is pleased to announce that it is seeking applications for funding for one or more BJS Visiting Fellows to work in its Criminal Justice Statistics Programs with existing BJS data. The overall purpose of this program is to support the scholarly use of BJS data collections, expand the body of policy-relevant research that uses these data, and enhance or inform BJS statistical programs. Under section 302 of the Omnibus Crime Control and Safe Streets Act, BJS is authorized to "make grants to, or enter into cooperative agreements or contracts with public agencies, institutions of higher education, private organizations, or private individuals" for purposes of collecting and analyzing criminal justice statistics.

Federal White Collar Violations Statistical Series

  BJS is seeking applications to assist in designing and implementing a new statistical series that integrates criminal, civil, and regulatory enforcement data to comprehensively describe the federal response to white collar violations. The project requires data collection on federal regulatory agency enforcement actions. Further, the project requires development of methods to integrate data from regulatory agencies with criminal and affirmative civil enforcement data that BJS receives from the Executive Office for U.S. Attorneys and the Administrative Office of the U.S. Courts. These data comprise part of the BJS Federal Justice Statistics Program (FJSP). BJS receives case-level criminal data from four other federal criminal justice agencies for the FJSP, as well. The data describe cases in every stage of the federal justice process, from arrest to imprisonment, for the years 1994-2010. FJSP contains individual case-level civil prosecution and court data, but does not currently incorporate regulatory enforcement data.

FY 2012 Statistical Examination of Presidential Pardons

In the federal justice system, commutation of sentence and pardon are different forms of executive clemency, which is a broad term that applies to the President's constitutional power to exercise leniency toward persons who have committed federal crimes. The purpose of this program is to examine how petitions for pardon are adjudicated by the Justice Department's Office of the Pardon Attorney. The Pardon Attorney reviews and investigates pardon applications, and prepares the Department's recommendation to the President.
