SOURCES SOUGHT – Single Management and Operating (M&O) contract competition for the operations of the Y-12 National Security Complex (Y-12) in Oak Ridge, Tennessee, Pantex Plant Site (PX) in Amarillo, Texas, with an option for tritium operations at Savannah River Site (SRS) in Aiken, South Carolina.



Description:



The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) is seeking an Expression Of Interest (EOI) from prospective contractors who may be interested in competing, on a full and open basis, for the contract to manage and operate Y-12, PX, with an option for tritium operations at SRS. The North American Industrial Classification System (NAICS) code for this effort will be 561210 with a size standard of $35.5 million.



NNSA is currently preparing its solicitation (Request For Proposal) consistent with the Secretary of Energy’s NNSA Acquisition Strategy Decision, as well as Departmental and Federal competition policies. The contractor will be required to provide the intellectual leadership and management expertise necessary and appropriate to manage, operate, and staff Y-12, PX and tritium operations at SRS; and, to accomplish the missions assigned by NNSA. These sites are key nuclear weapons production sites whose combination is expected to result in improvements in effectiveness through the reduction of interfaces and sharing of management processes as well as significant operational efficiencies. Combined, the three sites employ approximately 10,320 persons (a number which is inclusive of both direct hires and augmented staff, as of FY08) and execute a current annual amount of approximately $1.77 billion (FY08).



The NNSA Service Center has established a website at http://www.doeal.gov/MOContracts/, which will be utilized to disseminate information relating to this acquisition. This website will be the principle distribution medium for the draft Request For Proposal, notices, changes, questions & answers or any other pertinent information. The official Request For Proposal (and Amendments, if any) will be transmitted through the Governmentwide Point of Entry (FedBizOpps). As portions of the draft solicitation are completed, NNSA will post them on the website in order to obtain comments/recommendations early in the process. Therefore, it is strongly advised that interested offerors frequently check or subscribe to the website.



Prospective contractors are requested to submit an EOI that (1) identifies the prospective contractor (business name, business size (large, small, 8a, etc.), point of contact (including e-mail address), telephone number, and identify the nature of the proposing entity (e.g., joint venture, limited liability corporation, etc.); and, (2) describes the prospective contractor's capabilities, relevant experience and corporate resources to perform a contract of the size and complexity of that which is the subject of this procurement. Additionally, the government intends to release the names of respondents to its website. Please inform us in your response if you do not want you company name released. Comments are welcome regarding acquisition scheduling and may be provided prior to submission of an EOI.
