New York District, operating as a team member within the North Atlantic Division Regional Business Center and employing the Project Management Business Process, executes its water resource missions, military and environmental programs; performs emergency response, and conducts contingency operations across parts of New York, New Jersey, Vermont, Massachusetts, Connecticut, Virginia and overseas in Greenland, all in support of the nation. Whether it’s supporting troops by overseeing the Ft. Milagros (Millie) Ruiz

Ms. Milagros (Millie) Ruiz is a Program Analyst and she is a hard-working member of Operations Division's Management Support Section. Millie's focus area is the Operations and Maintenance, General (O&M, Gen) Appropriations' annual program execution plans and reports, as well as a key member of the O&M, Gen budget request formulation team. Over the last few years the annual O&M, Gen appropriations has been on average $38 Million across forty to forty-five individually-funded O&M projects. It's a big challenge making sure everything is kept straight in the electronic data bases and management systems, including obligation and expenditure schedules. Execution deviation reports are the biggest challenge and with a smile and firm hand she makes sure everyone gets their input in for the monthly report. Millie continually exemplifies professionalism, dedication, adaptability, and loyalty, with a very positive and upbeat attitude. Her determination and willingness to properly take care of issues is a great credit to herself and the New York District.
