Intro to Basic Project Officer/COTR

Technical personnel play a vital role in acquiring equipment, systems, and support services by contract for the Government. As Project Officers, they prepare the work statement; evaluate proposals; recommend source selection; and, as the appointed Contracting Officer’s Technical Representative (COTR), review, guide and direct the contractor’s performance. Program success relies upon their informed and timely input.

COTR Refresher

This maintenance course provides an update of statutory, regulatory and policy changes and their impact on COTRs. It discusses how each change affects COTR responsibilities and how it should be implemented to ensure legal compliance and to further program interests in acquisition. This course also reinforces core COTR responsibilities quality/schedule assurance and submittal review. It also covers building a sound and otherwise ethical business relationship with the contractor.

COTR Management of IT Service Contracts

This course looks to improving contractor performance by enhancing COTR knowledge and practical application of IT contract management principles, policies and procedures from contract award through contract completion.

Multi-Year Contracting at the NIH

This 1-day course covers the fundamental concepts of Multi-year Contracting (FAR 17.1) and will provide participants with the knowledge to plan, solicit, award, and administer contracts using this special contracting method.
