Ombudsman Program Overview
The Coast Guard Ombudsman Program is a command program intended to improve communication between the command and the Coast Guard family members. Coast Guard ombudsmen are communication links, provide information and referral resources and act as advocates for family members.

Command Cadre Toolkit
This Toolkit is designed to provide command leadership with Coast Guard Ombudsman Program information and support. It includes program information, checklists and forms to assist the command with all aspects of the Ombudsman Program including selection, appointment, and support of the command ombudsman.

The Command Cadre Toolkit is provided for your information as a service of CG-11. For further information and resources, contact your HSWL Ombudsman Coordinator.

Ombudsman Training Materials and Resources
CORE Ombudsman Training is a requirement for all new ombudsmen. It was designed to ensure that all ombudsmen have the same base training. Because a Coast Guard ombudsman’s volunteer role entails many skills, CORE training will provide the knowledge, skills and, most importantly, the resources to ensure success. Coast Guard Ombudsman Training is required for all Ombudsman. Commands may provide funding for their Ombudsman to attend training if not available locally.

Ombudsman Coordinators
The Regional Ombudsman Coordinator (ROC) has the knowledge and specialized experience necessary to provide supportive services to commands including program guidance and policy implementation. Established in 2011, the ROC coordinates training and tracks compliance; serves as advisor to HSWL Regional Practice Work-Life Ombudsman Coordinators; provides positive marketing; and builds relationships between commands, families, community services, and federal, state, and local resources. The Atlantic Area ROC is located at the Health Safety and Work-Life (HSWL) Service Center in Norfolk and the Pacific Area ROC is located at the HSWL Service Center Detachment Oakland.

The HSWL Ombudsman Coordinator serves as an advisor/consultant to local ombudsmen and to commands. Ombudsman Coordinators are encouraged to reach out to new ombudsmen, providing support and information to them, as well as to their commanding officers. HSWL Ombudsman Coordinators provide ombudsmen with the training and tools needed for an ombudsman to perform their volunteer duties. These services or resources can be obtained by contacting the Ombudsman coordinator at your Work-Life Staff. Work-Life Staffs are located at Regional Practices Coast Guard-wide.
