MEMORANDUM FOR All Military and Civilian Personnel in USAG-Red Cloud
SUBJECT: Control of Pets, Mascots, and Stray Animals in USAG-RC
1. PURPOSE: To establish policy, guidelines, and responsibility for pets on USAG-Red Cloud installations and also pets residing off post.
2. APPLICABILITY: This policy applies to all personnel within USAG-Red Cloud and personnel who are authorized access to any USAG-Red Cloud installation or sub-installation.

4. GENERAL:
a. Residents of Unaccompanied Personnel Housing are not authorized to have pets in their rooms. Charges can be assessed for damages, fumigation, and shampooing of carpet and furnishings. A copy of the costs can be obtained at the Housing Offices at USAG Red Cloud and Casey.
b. Non-family members and guest of USAG-Red Cloud are prohibited from bringing any animals onto the Installation, except for authorized personnel living off-post bringing animals to the Veterinary Treatment Facility.
c. Unit mascots are domestic animals appointed on official unit orders by an officer in the grade of 0-5 or higher and registered with the Veterinary Treatment Facility (VTF). Unit mascots are subject to this pet policy. Without active mascot orders, an animal cannot reside in a unit area of operations.

d. Personnel who violate this policy and whose government quarters are terminated will not be authorized Overseas Housing Allowance (OHA).
e. All pets with sponsors off post must be registered at the Veterinary Treatment Facility (VTF) within 10 days of arrival in country. The Facility is located in Building 437, USAG Red Cloud and may be contacted at 732-7434.
f. Personnel with pets will be required to routinely immunize their pets against rabies.
g. Disabled personnel with a bona fide animal assistant are exempt from this policy, but must maintain the animal on a leash.
h. All animal deaths must be reported immediately to the VTF.
i. All animals will be maintained under leash control. Verbal control is insufficient. It is the owner’s responsibility to control the animal.
j. Animals will not be permitted to enter tennis courts, swimming areas, exchange facilities, commissaries, theaters, bowling centers, troop billets, BOQ/BEQ, dining facilities, playgrounds, parade fields, gymnasiums, picnic areas, athletic fields, clubs or any facilities where food or drinks are served. Bona fide health assistant animals are exempt from this requirement. Official unit mascots may enter troop billets.
k. There are no pet exercise areas on the installation. There are signs that prohibit pets in the grass, parade and athletic fields. Pet owners are responsible for picking up and properly disposing of animal waste no matter where they are on the installation.
l. Animals found unattended or running free will be controlled by the DPW and transported to the USAG-Red Cloud VTF for impoundment. If the animal is not claimed within 3 working days, the animal will be considered a stray. The animal will be taken to the VTF for adoption. Animal control is the responsibility of the owner and fines and/or Provost Marshal may take action for violations.
m. Owners will not abandon their pets. If they are unable to provide the necessary care or if transferred from the installation, they must make provisions to dispose of the pet. The VTF might make necessary arrangements to have someone adopt these animals. The VTF only keeps these animals for 3 working days prior to disposition.
n. Violations of this policy may result in administrative sanctions.
